I Stopped Buying Instruments on Price—and Started Asking What's Not Included

Six years ago, if you'd told me I'd be spending $180,000 a year on measurement equipment and actually enjoying the line-item review, I'd have laughed. But here I am: a procurement manager at a 400-person food processing plant, responsible for pressure gauges, thermometers, weighing systems, multimeters, and the occasional thermal camera rental. Somewhere along the way, I stopped buying based on the first price and started buying based on what the quote explains.

My opinion is simple: a quote that hides details isn't a quote. It's a trap. The vendor who lists everything up front, even if the total looks higher, usually costs less in the end. Actually, I can back that up—not with a formula, but with six years of invoices.

A vendor that can't list what's included isn't quoting. It's guessing.

To make this concrete, I built a cost tracker in 2019. Every order gets five fields: base price, shipping, setup fees, accessories, and the labor cost of dealing with spec gaps. That tracker is why I can say the 'cheap' option usually isn't. The numbers are right there in the spreadsheet.

Why I started asking 'what's not included?'

I got burned twice early. The first was a multimeter order. The unit was priced right, but the quote didn't include the CAT IV-rated test leads our electrical contractor required. We bought the standard kit, then bought the upgrade separately. Total cost: 22% over the original line item.

The second was a pressure gauge order. I ordered some Ashcroft 1009 pressure gauges for a process line. The gauge price was fine—the problem was my assumptions. I didn't account for the siphons needed to protect the gauge from steam, or the calibration certificates our QA team files on every install. The order ended up costing 14% more than an all-in quote from another supplier would have.

That's when I learned the question. I don't ask 'what's the price?' anymore. I ask 'what's not included?' You'd think written specs would prevent these surprises, but interpretation varies widely.

Comparing two weighing systems made me realize what I was missing

In Q2 of 2024, we asked for quotes on a floor scale weighing system for our shipping area. One proposal came in at $4,200. Another came in at $5,450. I almost went with the first—or rather, I would have if I hadn't put the two documents side by side.

The cheaper proposal didn't mention NTEP legal-for-trade certification, a load-cell junction box, or final calibration. The more expensive one listed all three. I called the cheaper supplier and asked what those items would cost. Answer: $1,100. That made the 'cheap' option $5,300, which is still lower than the other quote, but not by the 30% margin I thought I was getting. And the pricier supplier included a site visit during commissioning. I paid more for the second one because the fewest surprises won.

Seeing those two quotes side by side taught me more than any comparison chart. The first quote wasn't bad; it just wasn't complete. The second quote was transparent. That's the difference that matters.

Multimeters and thermal cameras follow the same rules

I'm not an imaging specialist, so when our electrician suggested an infrared survey of the switchgear, I asked him, literally: 'how does FLIR thermal camera work?' He explained that the camera measures infrared radiation and turns it into a temperature map of each pixel. That's easy to say, but hard to price.

A thermal camera's cost depends on resolution, thermal sensitivity (NETD), temperature range, lens angle, and software. Two quotes can both say 'thermal camera' and differ by more than $1,500 based on which lens and license are included. If the supplier doesn't state those specs, I can't compare the total cost.

Multimeters are the same. A CAT III-rated meter and a CAT IV-rated meter can look identical in a catalog photo, but the internal protection and test leads are different. If a quote just says 'digital multimeter' and doesn't reference IEC 61010, it isn't a full spec. I won't accept that on a $30,000 weighing system, and I don't accept it on a $150 multimeter.

Pressure gauges: the ultimate transparency test

Pressure gauges can be the best test of a supplier's transparency. When I specify a gauge, I want wetted materials, case fill, connection size, accuracy grade, and the standard it's built to—usually ASME B40.100. If a supplier can't answer those in writing, I assume the quote is incomplete.

I've had good results with the Ashcroft Duralife pressure gauge because their datasheets list those details in a format I can enter into our cost tracking system. The Ashcroft 1009 pressure gauge is one I've used on steam lines for years. It isn't the cheapest gauge in the catalog. But the quote includes what matters: a clear spec, a predictable lead time, and no surprise accessory fees. For me, that's the definition of lower total cost.

I'm not saying the cheapest gauge never works. I've bought cheaper ones for non-critical air lines and they were fine. But for process lines, I'm so glad I asked about the siphons before we finished that installation. Almost skipped them to save $80. Would have meant replacing the gauge in a month.

What if the transparent quote just looks expensive?

I get why someone might choose the lowest number on the spreadsheet. Budgets are real. But a transparent quote can still be overpriced—that's not transparency, that's itemized padding. So the solution isn't to accept the most detailed quote; it's to question the detail.

Our procurement policy now requires three quotes and a 'what's missing' checklist before any purchase over $500. Since we started that in 2023, instrument budget overruns dropped by roughly 40%. I can't isolate every cause, but I can see the invoices. The policy works because it forces the conversation into the open.

One more example from 2022: a low-priced thermometer failed in a controlled process room. The thermometer cost $45. The batch it ruined was worth $2,800. I'm not a process engineer, so I can't explain the thermodynamics. I can tell you from the invoice that the cheap component was the expensive one.

To be fair, my experience is limited to mid-sized food processing plants and light industrial maintenance. If you're buying pressure gauges for a refinery or a pharmaceutical cleanroom, your checklist will be different. That's exactly my point: the more you need from the instrument, the more you need the quote to tell you.

Trust is a spec, not a feeling

After six years and about 200 purchase orders, my view hasn't changed. I don't trust a quote because it's the lowest. I trust it because it explains what I'm paying for. A supplier who treats my questions as a nuisance gets cut from the list. A supplier who lists everything up front earns the next order.

Brands like Ashcroft make that easier because their documentation is built for engineers and accountants like me. But in the end, I follow the behavior, not the name. Transparent pricing isn't a marketing slogan. It's a risk-management tool. And it's the only tool I've found that works on pressure gauges, weighing systems, multimeters, and thermal cameras alike.
